Public sector & local authority

Framework and direct-award construction work for local authorities, housing providers and public bodies across Yorkshire.

Public sector procurement is built to rule contractors out, and it is right that it is. What it asks for is evidence — insurance, health and safety, financial standing, process and references — in the format specified and inside the deadline.

ATR Developments tenders for framework and direct-award work with local authorities, housing providers and other public bodies across Yorkshire.

Constraints

What this sector demands

Every sector brings its own conditions. These are the ones that shape how a job here has to be run.

  • Pre-qualification Our documentation is available on request. Where a requirement is one we do not currently meet, we will say so rather than submit and hope.
  • A young company ATR was incorporated in March 2025. Frameworks requiring three years of accounts are ones we do not qualify for yet, and we would rather tell an evaluator that than waste their time.
  • Reporting KPIs, frequency and format agreed at tender stage, because reporting is far cheaper to build in than to retrofit.
  • Social value Commitments we can actually evidence delivering. We will not price social value we have no route to provide.

How it runs

A public sector & local authority job, stage by stage

  1. Pre-qualification

Insurance, health and safety, financial and policy information supplied in whatever format the exercise asks for. Where we do not yet meet a threshold we say so at that point rather than after a wasted submission.

  2. Tender

Priced against your documents, with the programme, method and any qualifications set out clearly. Tenders go to a separate inbox with a separate contact so a deadline is never queued behind a bathroom enquiry.

  3. Pre-start

RAMS, CDM duties, safeguarding position, permits and insurance agreed and issued before mobilisation, and a pre-start meeting with whoever will be administering the contract.

  4. Mobilisation and delivery

Site set-up appropriate to the estate, segregation from users of the building, and progress reported in the format and at the frequency your contract requires.

  5. Variation and instruction

Priced and agreed in writing under the contract mechanism rather than done on a conversation and argued about at final account.

  6. Handover and audit trail

Certificates, test results, O&M information and the full compliance record handed over as a package, because on public work the record is part of the deliverable.

What we need before we can price it

Not all of it, and not on day one. But the more of this we have before the site visit, the closer the first number is to the final one — and the sooner we can tell you if we are the wrong firm for the job.

No prices appear on this site. A construction figure published without seeing the building, the ground and the specification is a guess, and a guess helps nobody.

Common questions

Questions public sector & local authority clients ask

Are you on any frameworks?

Our accreditations and insurance page states exactly what is held and what is not, with nothing on it that cannot be evidenced with a certificate. Frameworks requiring three years of filed accounts are ones we do not yet qualify for — ATR was incorporated in March 2025 and we would rather tell you that up front than waste your evaluation time.

How do we send you a tender or PQQ?

Through the tenders and pre-qualification route on this site, which goes to a separate monitored inbox. If you have a hard deadline, put it in the message and we will confirm receipt rather than leaving you wondering.

Can you work on an occupied site with public access?

Yes, and it changes the job rather than adding to it. Segregation, controlled access, agreed working hours, safeguarding where required, and staff who understand they are guests on an operating estate. Those are programme items with a cost, and they are priced rather than assumed.

Before you shortlist us

Everything a pre-qualification asks for, set out as it actually stands rather than as we would like it to.
