Public sector and framework contracts

Framework and direct-award construction work for local authorities and public bodies across Yorkshire, with pre-qualification documentation available on request.

Public sector procurement is designed to rule contractors out, and rightly so. What it needs from a contractor is evidence — insurance, health and safety, financial standing, references and process — supplied in the format asked for and on time.

ATR Developments tenders for framework and direct-award work with local authorities, housing providers and public bodies across Yorkshire. Our pre-qualification documentation is available on request.

How it runs

Stage by stage

Every job follows the same sequence, so you always know what has happened and what comes next.

  1. Expression of interest

We register interest and confirm we meet the stated selection criteria before spending your evaluators' time or ours.

  2. Selection questionnaire

Completed in full, in the format specified, with the supporting evidence attached rather than promised.

  3. Tender submission

Priced against the specification, with method statements, programme and any social value commitments we can actually deliver.

  4. Clarification and award

Prompt, written responses to clarifications, and a named contact throughout.

  5. Mobilisation

Construction phase plan, RAMS, insurances and a named project manager in place before work starts.

Scope

What is included, and what is not

Stated up front rather than discovered later. Your written quotation says the same thing, itemised for your job.

Included as standard

  • Completed selection questionnaires and tender documents
  • Insurance certificates and financial information
  • Health and safety policy, RAMS and construction phase plans
  • Programme and method statements
  • A named single point of contact for the duration
  • Reporting in your specified format and frequency

Not included unless specified

  • Framework places or approved-list status not currently held — we will not claim one we do not have
  • Accreditations not currently held, which are listed honestly on our accreditations page
  • Social value commitments we cannot evidence delivering

Timescales

Procurement timescales are set by you, not us. What we commit to is responding within the deadlines in the notice, flagging early if a deadline is not achievable rather than submitting something incomplete, and mobilising within the period stated in our tender.

No prices appear on this site. Construction quotations depend on the property, the ground and the specification, and a figure published without seeing any of those is a guess. What we will do is come out, look at it, and put a written quotation in front of you.

What drives the cost

  • The form of contract and the risk it allocates
  • Programme constraints, particularly on occupied or operational sites
  • Reporting, KPI and social value requirements
  • Retention, bonds and payment terms
  • Whether the work is measured, scheduled of rates, or lump sum
  • Site access restrictions and permitted working hours

Common questions

Questions we get asked

ATR Developments was incorporated in 2025 — how does that affect a PQQ?

It affects financial standing questions, and we would rather address it head on than have an evaluator find it. We provide what we have: company registration, insurance, health and safety documentation, and the individual track record of the people running the contracts. Where a framework requires three years of accounts, we do not meet it and we will tell you so instead of submitting.

What accreditations do you hold?

Our accreditations page lists what is held and what is in progress, and it will never show a badge we cannot evidence with a certificate. If a specific accreditation is a condition of your framework, ask us before you shortlist and we will answer plainly.

Who is our point of contact?

One named project manager for the duration of the contract, named in the tender rather than allocated after award, with a named deputy for cover. Being passed around is the most common complaint about contractors and it is easily avoided.
